FPE employees with no WBOM record and no phone-matchable candidate (live from GET /reports/unresolved_fpe_employees, category no_wbom_match). Enter the employee's real designation (required — "Unknown" is rejected by the server) and confirm salary, then Create + Link. Skip moves to the next one with no DB change. Already-linked rows (e.g. handled in another tab, or by another category's fix) are detected when you try to submit and skipped automatically.
